KEY RATING DRIVERS

--The county's contiguity to New York City drove new development over the past five years, particularly along the Hudson River, and the tax grovelling remains sizable despite recent declines. --DirectPrimarilydebt and capital needs are manageable but the county remains vulnerable to developing debt service payments on county guaranteed debt obligations.
